About Cleaner Safer Group
Cleaner Safer Group is a company limited by guarantee without share capital, and has a purpose of working together for a cleaner, safer, more sustainable environment.
The group is made up of HETAS and Woodsure, with both organisations specialising in certification schemes in the solid fuel and biomass sector.
Both organisations operate their own specialist certification schemes and run contracted schemes on behalf of government, including the Ready to Burn certification schemes for wood and manufactured solid fuels, the Biomass Suppliers List and smoke control exemption for appliances.

Board Members
Andrew Harvey
Non-Executive Director and Chair of Woodsure
Andrew founded Woodsure more than a decade ago, establishing a quality standard for the waste wood that came from his construction business and setting up a voluntary quality assurance scheme for firewood producers. Eventually the scheme grew and superseded a similar scheme run by HETAS, with the organisations joining together to drive further adoption.
Barry Wyatt
Non-Executive Director
Barry works as Climate Emergency Manager at South Gloucestershire Council and joined HETAS as Non-Executive Director in 2021. Prior to this, Barry spent 29 years at Stroud District Council, starting as a planning officer before becoming Interim Chief Executive.
Kaye Welfare
Non-Executive Director and Chair of HETAS
Kaye joined HETAS in 2020 with many years of experience working in leadership and development roles for organisations focused on the promotion and delivery of energy efficiency and affordable warmth, Kaye brings a passion for environmental responsibility.

Bruce Allen
CEO and Director
Bruce joined HETAS as CEO in 2006 and was appointed as CEO of Woodsure in 2017. Leading our policy, strategy and partnership work across both organisations, Bruce helps inform industry and provides insight to government departments including DEFRA, BEIS and DLUHC.
Serena Sumner
Head of Service Delivery
Serena joined HETAS in 2014 as Business Development Manager having worked in recruitment, sales and business development roles within the media industry, including a decade at the Independent News and Media Group.
Calvin May
Head of Technical Services
Calvin joined HETAS at the beginning of 2010 and has since progressed into the role of Head of Technical Services here at HETAS, responsible for leading the technical departments in raising best practice standards for the installation and commissioning of solid fuel equipment and services.
Helen Thomas
Head of Finance
Helen joined the team in 2014, originally taking on the role of Finance Manager and bringing several years of experience managing accounts for other non-profit organisations.
Helen Bentley-Fox
Director
Helen has played a key role in the growth of Woodsure as an organisation and became a Director in 2018. She continues to work closely with all sizes of suppliers and producers across the UK, raising awareness of the need for good quality wood and biomass fuel to reduce its impact on air quality and the environment, and helping them to meet legislative requirements in a way that is appropriate and applicable to their business.
Jason Harries
Head of Woodsure
In 2024 Jason Harries joined Woodsure, the organisation behind the UK’s only wood fuel quality assurance scheme, bringing with him over 15 years of experience in the UK’s sustainability sector.

Cleaner Safer Group has created a dedicated Environmental, Social and Governance (ESG) policy. An ESG policy is a set of standards measuring a business’s impact on society, the environment, and how transparent and accountable it is.
